Handel und Ernte von Peyote, 1986 bis 2016
Texas ist der einzige Ort der Welt mit einer lizenzierten kommerziellen Peyote-Ernte, und sein Department of Public Safety hat einunddreißig Jahre lang die Jahressummen der Händler veröffentlicht. Die lizenzierten Händler meldeten 1.913.212 verkaufte Knöpfe im Jahr 1986, einen Höchststand von 2.317.380 im Jahr 1997 und 867.674 im Jahr 2016, dem letzten Jahr, in dem der Staat die Zahlen verlangte. Im selben Zeitraum stieg der Durchschnittspreis pro tausend Knöpfe von 78 auf 378 Dollar. Bei rarecactus.com haben wir jede veröffentlichte Zahl des Texas DPS zu den Peyote-Händlern von 1986 bis 2016 in einem Datensatz zusammengeführt und neben die Nachwuchsstudie des Cactus Conservation Institute gestellt, weil sich die beiden Reihen gegenseitig erklären und nie gemeinsam dargestellt worden waren. Wie viele Peyote-Knöpfe hat Texas von 1986 bis 2016 als verkauft gemeldet?
Zwischen etwa 0,9 und 2,3 Millionen Knöpfen pro Jahr, wobei die Zahl zwischen dem Höchststand von 1997 und 2016 um mehr als die Hälfte fiel. Die vier Grafiken verfolgen die verkauften Knöpfe, den gemeldeten Umsatz in Dollar, den Durchschnittspreis pro tausend Knöpfe und die Zahl der lizenzierten Händler. Knöpfe und Dollar entwickeln sich ab Ende der 1990er Jahre gegenläufig: Es kamen weniger Pflanzen aus dem Boden, während der Handel mehr für sie erlöste, und genau so sieht ein schrumpfendes Wildangebot von innen aus. Die gestrichelten Linien markieren die Änderungen des American Indian Religious Freedom Act von 1994, mit denen die Ausnahme für die Native American Church ins Bundesrecht kam, und die Regeländerung von 2016, mit der die Berichtspflicht endete.

Warum hat Texas 2016 aufgehört, Daten zur Peyote-Ernte zu melden?
Eine Regeländerung des DPS trat am 6. November 2016 in Kraft und strich die Pflicht der lizenzierten Händler, Absatz und Umsatz zu melden, deshalb endet die öffentliche Reihe in diesem Jahr. Die Regel ist Abschnitt 13.36 von Titel 37 des Texas Administrative Code, verabschiedet in 41 TexReg 8620. Die Händler besitzen weiterhin staatliche Lizenzen und eine Bundesregistrierung bei der DEA, und der Staat erfasst weiterhin, wer lizenziert ist, aber die jährlichen Summen an Knöpfen und Dollar, die den Rückgang messbar machten, werden nicht mehr erhoben. Die Zeile für 2016 ist damit zugleich die niedrigste Knopfzahl der Reihe und die letzte, die jemand zu sehen bekommt, solange sich die Regel nicht wieder ändert. Wie stark wächst wilder Peyote nach der Ernte nach?
Eine einzige fachgerechte Ernte lässt nach zwei Jahren etwa neun von zehn Pflanzen am Leben, aber die überlebenden Pflanzen sind viel kleiner und schrumpfen mit jedem Schnitt weiter, wenn sie im Zweijahresrhythmus erneut geerntet werden. Das Cactus Conservation Institute markierte 2008 Pflanzen in Südtexas und verfolgte sie sechs Jahre lang. Zwei Jahre nach einer Ernte lebten 90 Prozent der geernteten Pflanzen gegenüber 98 Prozent der Kontrollen, und ihr oberirdisches Volumen lag noch 80 Prozent unter dem früheren Wert. Alle zwei Jahre geerntete Pflanzen verloren zwischen dem ersten und zweiten Schnitt 44 Prozent der erntbaren Kopfmasse und zwischen dem zweiten und dritten weitere 32 Prozent. Im Abschnitt 2012 bis 2014 überlebten 77 Prozent der wiederholt geernteten Pflanzen gegenüber 98 Prozent der Kontrollen. Nachgewachsene Köpfe enthalten auch weniger von dem Alkaloid, das der Handel schätzt: 2,01 Gramm Meskalin pro 100 Gramm Trockengewebe in kleinen nachgewachsenen Köpfen gegenüber 3,8 in ausgewachsenen, nicht geernteten, ein Rückgang um 47 Prozent.

Wie viele lizenzierte Peyote-Händler gibt es in Texas noch?
Drei in jedem Jahr von 2006 bis 2015, nach neun im Jahr 1988 und rund siebenundzwanzig Mitte der 1970er Jahre. Berichte aus den Jahren 2018 bis 2020 nennen vier, die Zahl schwankt also um eins, wenn Lizenzen auslaufen und erneuert werden. Alle arbeiten in denselben wenigen Countys entlang des Rio Grande, Starr, Jim Hogg, Webb und Zapata, und genau dort reicht auch das Wildareal von Lophophora williamsii in die Vereinigten Staaten.
